About Donnell H. McNeal In 1991 graduated from the University of Maryland at College Park and received his Bachelors of Arts in Criminology and minored in Psychology. During the same year Mr. McNeal received his law enforcement certification as a State Police Officer. In 2000, Mr. McNeal graduated from the David A. Clarke School of law. In 2000 Mr. McNeal started Platinum Play Entertainment, a premier entertainment and management company in the (DMV) Baltimore-Washington Metropolitan area that produced and managed emerging producers, rap artists, R&B singers, writers and musicians. 

 Also in that same year, Mr. McNeal started Quest Productions where he entered the motion picture script writing and production arena. Mr. McNeal practices in both the state of Maryland and the District of Columbia and has plans to expand to the state of Florida in the next year. Mr McNeal is a member of the American Bar Association, Maryland State Bar Association, District of Columbia Bar National Association for the Advancement Colored People (NAACP) American Humanities Council and American Family Association
